The Noga's Market Operations & Grid Services Division was established following the 2018 electricity market reform, positioning Noga at the center of Israel's transition to a competitive, data-driven energy market.
The Division leads the design and operation of wholesale and retail electricity markets, with a clear mandate: enhance competition, reduce consumer costs, and enable integration of renewable energy in line with national targets of 30% by 2030.
It is responsible for Wholesale market operations, including optimal dispatch of generation resources and calculation of the Market Clearing Price (MCP), the cornerstone of market settlements.
Core areas of responsibility:
- Markets design and development, including ancillary services
- Deployment of advanced trading platforms and Market Management System (MMS)
- Market transparency through publication of markets and pricing data
- Demand response program management
- Future market forecasts calculation and outcomes to support the company's financial resilience cash flow model
- Structuring and execution of Power Purchase Agreements (PPAs)
- End-to-end settlements for wholesale and retail markets (~50B NIS annually)
The Division also serves as Noga's Single Point of Contact (SPOC) for grid integration and connections, managing the full lifecycle of generation (conventional and co-generation, mostly gas fired power plants, renewables: PV and Wind farms, BESS, hybrid BESS & PV assets), from their initial design through connection, testing, and commercial operation.
In parallel, it drives Retail market liberalization, overseeing a growing ecosystem of over 40 suppliers. The Division manages supplier migration and settlement processes, including non-smart-metered consumers, supporting a rapidly expanding retail market with over 400,000 active households.
