Noga - Independent System Operator Ltd. is a 100% government owned company established within the framework of the June 2018 reform in the electricity sector. As part of the reform, the activities of the System Operation Unit, the Planning, Development and Technologies Division and the Statistics and Market Research unit should be transferred from the Israel Electric Corporation (IEC) Ltd to the Independent System Operator Ltd. Furthermore, the company operates in accordance with the Electricity Sector Law, Electricity Sector Regulations, Electricity Authority decisions and standards, Ministry of Energy guidelines, Ministry of Environmental Protection restrictions and Natural Gas Authority decisions regarding gas distribution during shortages in the gas market.

NOGA - ISRAEL INDEPENDENT SYSTEM OPERATOR LTD. is a government company, established as part of the electricity sector reform of June 2018. The reform determined that the activities of the System Management Unit (SMU), the Planning, Development and Technologies Unit (PDTU), and the Statistics and Market Research Unit will be transferred from the Israel Electricity Company Ltd. to the ISRAEL INDEPENDENT SYSTEM OPERATOR LTD.
The Company operates as the electricity system manager and power authority by virtue of a system management license granted to it by the Minister of Energy and the Electricity Authority. The license details the Company's various roles, authority, and areas of responsibility.
In addition, the Company operates in accordance with the Electricity Sector Law, Electricity Sector Regulations, resolutions and standards of the Electricity Authority, guidelines of the Ministry of Energy, restrictions of the Ministry of Environmental Protection, and decisions of the Gas Authority regarding the distribution of gas in situations of gas shortage in the energy market.
