It will act to ensure reliable continuous electricity supply, at the required reliability and quality level, to all electricity consumers, in normal and emergency system conditions, and will manage the wholesale electricity market operations competitively and equitably.

Noga -  Independent System Operator Ltd. is a 100% government owned company established within the framework of the June 2018 reform in the electricity sector. As part of the reform, the activities of the System Operation  Unit, the Planning, Development and Technologies Division  and the Statistics and Market Research unit should be transferred from the Israel Electric Corporation (IEC) Ltd to the Independent System Operator Ltd.

The company will take on its responsibilities in two stages:

in the first stage it will assume responsibility for the Planning, Development and Technologies Division and the Statistics and Market Research unit as from January 1, 2020;
and in the second stage for the System Operation Unit in the second half of 2021.

The company operates as an independent system operator pursuant to the independent system operator license granted it by the Ministry of Energy and the Electricity Authority. The license specifies the company’s various roles, authority and responsibility areas.  

Furthermore, the company operates in accordance with  the Electricity Sector Law, Electricity Sector Regulations, Electricity Authority decisions and standards, Ministry of Energy guidelines, Ministry of Environmental Protection restrictions and Natural Gas Authority decisions regarding gas distribution during shortages in the gas market.
